First run and pilot work

Use this after the bundle is uploaded. It keeps reviewers focused on the gates that actually block export.

Move from upload to preview without skipping review gates.

Upload the bundle into the target Project and Stage.
Review mappings, custom fields, validation, duplicate clusters, and reference values.
Open Export Preview and generate the Migration Cockpit bundle when blockers are clear.

Pilot and Governed stages have different approval requirements, but both need clean blockers.

Duplicate review must be current and have no pending clusters.
Custom Z/Y-field decisions must be classified as Map, Extend, or Drop.
Review a re-upload diff whenever the dataset marks it as required.
Acknowledge every mapping-reconciliation report for the active template version.
Governed export requires a current active reference-data snapshot that satisfies the domain.
After an enabled external validator is unavailable, rerun validation successfully before export.
Governed stages require configured General and Local approvals before export.
